Ever since, residents say their relationship with police has been tense. So a community group submitted police reform ideas to Elkhart's mayor. Neither the mayor's response nor community reaction has eased the conflict. "They harass the hell out of us over here," said Darnell Thomas. He lives on the 100 block of West Garfield.More >>
