DETROIT (AP) - Forecasters say 3 to 6 inches of snow is expected by the end of tomorrow across much of Michigan's southern Lower Peninsula. Weather warnings start tonight and run through much or all of tomorrow. Hazardous driving conditions are expected, with blowing and drifting snow. DETROIT (AP) - Authorities say a person trying to salvage scrap metal from an underground tunnel at Detroit's Packard complex hit a natural gas line, sparking a fire at the former car plant. DTE Energy Co. crews shut off the flow of gas after yesterday's rupture. Also yesterday, officials said Peruvian developer Fernando Palazuelo made his final payment toward the $405,000 purchase price for the complex, a symbol of Detroit's decline. Palazuelo has said he has a roughly $350 million plan to use the site for residential, retail, offices, light industry, recreation and art.
