Police: Shooting suspect manhunt ends in Starke County

Indiana State Police say Roy Bell, the third suspect in the shooting death of 81-year-old Wilma Upsall, was taken into custody Friday afternoon.

Wilma Upsall was found dead by family members about 7 p.m. Tuesday evening, when they returned from work to their home in the 6800 block of West Olson Road, near Rochester.

A caller to the Marshall County Sheriff's Department told police Friday that Bell, 24, of Rochester, was at a home outside the town of Monterey, in Starke County.

According to ISP spokesman Sgt. Tony Slocum, that call sent several police agencies to the address.

Bell was taken into custody there without incident and with no weapons on hand, Slocum said.

Police declined to say whose home it was, but said none of Bell's family members lived there.

Police have been searching for Bell since Wednesday evening.

About 6:30 p.m. that night, an Indiana State Police officer tried to stop a vehicle that police say was speeding near Monterey.

The driver attempted to flee from police during a 10-minute chase. But when the vehicle crashed on Indiana 117 near Indiana 110, the three men inside took off on foot.

With the help of a helicopter and several agencies, two of them were taken into custody.

Police say William Scroggs, 25, of Delong, and Jason Miller, 34, of Plymouth, were taken to the Fulton County Jail. Police say the two were found at different times in different locations.

The manhunt for Bell drew numerous tips, including one early Friday that police were searching near the intersection of Indiana 8 and Indiana 14.

Slocum said many of the tips have come through social media sites.

"This investigation right here, I cannot remember another one where more information, correct and incorrect, has come across through Facebook," Slocum said by telephone.

Bell, Scroggs and Miller each face a single count of murder and other charges for robbery and burglary.
