WHO LIVES IN NEW PARIS, CAME OUT AND OFFICERS TALKED TO HER AND OBTAINED THE
INFORMATION FOR THIS REPORT. SHE WAS RELEASED WITH THE CHILDREN AND CPS
WAS NOTIFIED. THE CHILDREN WERE FOUND TO BE UNHARMED AND IN GOOD HEALTH.

BLOTTER; On today's date at 4:13pm, officers were dispatched to 1213 Westwood Drive, Goshen in
reference to a grass fire. Upon arrival officers found the grass fire behind 1213 Westwood Drive.
The fire had spread to neighboring lawns and was moving north toward Elkhart road.
Goshen Fire Department personnel arrived on scene at approximately 4:20 and the grass fire was
extinguished. In total, four residences; 1217, 1213, 1201, and 1121 Westwood Drive experienced
damaged or destroyed lawns. No structural damage or injuries were reported as a result of this fire.
Officers spoke with the residents present and were informed that persons present at an
Independence Day gathering had been lighting fireworks which sparked the grass fire.
The Elkhart County Commissioners issued a Disaster Emergency Proclamation which banned
fireworks use in Elkhart County due to the risk of fire during these county-wide draught conditions.
Two men were arrested on for Violation of an Emergency Order, a Class B Misdemeanor, and
transported to the Elkhart County Jail.
Arrested were: Jay Zheng, 25 yoa, 1213 Westwood Drive, Goshen and Joe Dorbin, 29yoa, 14368
