Police arrived and talked with the animal owner. I observed food and water for the dogs. The owner also advised that the only
time they bark is when the reportee is mowing the yard.

Blotter: Steven Ray Hess 31 yom, Goshen, reported being struck by a red colored vehicle while on his bike at the intersection of
7th/ Washington. The red vehicle then fled the scene. Steven sustained an injury to his right knee where he hit the ground.
Steven did not want medical attention. No damage was done to Stevens bicycle.
