Unity and working together are perhaps not things you're used to hearing about the South Bend Common Council and the City's Administration.
The council and the mayor's office have publicly fought over the "tapes" scandal. But Monday there was a sense of unity.
Council members praised the way the administration worked with them to come up with a new budget. That budget was passed with very little objection Monday.
"This is an exciting night for us because there's been a lot of time, a lot of sweat, a lot of meetings and it's over so I'm thankful," said Councilman Oliver Davis.
The new budget set salaries and a benefit package for the city's fire-fighters through 2015.
