Bay City, 8.3%, compared with 6.8%.
Detroit-Warren-Livonia, 10.2%, compared with 9.7%.
Flint, 9.1%, compared with 7.8%.
Grand Rapids-Wyoming, 6.5%, compared with 5.4%.
Holland-Grand Haven, 6.3%, compared with 5.3%.
Jackson, 8.1%, compared with 6.8%.
Kalamazoo-Portage, 7.3%, compared with 6%.
Lansing-East Lansing, 6.7%, compared with 5.6%.
Monroe, 7.6%, compared with 6.4%.
Muskegon-Norton Shores, 8.6%, compared with 7.5%.
Niles-Benton Harbor, 8.8%, compared with 7.2%.
Saginaw-Saginaw Township North, 8.4%, compared with 7.1%.
Upper Peninsula, 9.4%, compared with 7.5%.
Northeast Lower Michigan, 12.1%, compared with 9.6%.
