South Bend Council meets to enact nuisance property ordinance


The South Bend Common Council met Wednesday to discuss what to do about nuisance properties. Council members passed an ordinance that will fine landlords if police are called to their properties too often.

They've established a call threshold based on the number of apartments and the number of 911 calls made from the landlord's properties.The council, police and code enforcement were working together to help implement the plan.

South Bend Police Department Chief Ron Teachman said, "We've identified several properties that are chronic. We're going to them far too often at the expense of other legitimate police services.  We don't want to se someone not get the proper police protection or service because we're spending an inordinate amount of time at a particular property."

Councilman Tim Scott said, "Some people consider it a 9-1-1 tax, it's not a tax at all.  The fines can be associated to a nuisance property if they have too many calls for service. We want people to have a quality standard of life."

The council's goal is to implement the ordinance by October 15th.
