Indiana panel backs ban on gun buy-back programs

A proposal to prohibit local governments in Indiana from holding gun buy-back programs is on its way to the state Senate.

The Senate Judiciary Committee voted 6-2 Wednesday to advance the bill that would force an end to programs under which some cities pay residents to turn in weapons that are later destroyed.

The Times of Munster reports bill sponsor Sen. Jim Tomes of Wadesville said he can't understand why police would want to destroy guns that have significant value and could be resold. The bill would allow the destruction only of guns with obliterated serial numbers.

All other guns would have to be sold to a firearms dealer or through an auction.

The police chief of Gary says its buy-back program has made the city safer.
