Department of Corrections completes review of Elliot prison escape

The Michigan Department of Corrections has completed its investigation into the escape of Michael Elliot, who fled into Michiana before being captured in LaPorte this past February.

MDOC says Elliot was unaccounted for more than seven and a half hours the day of his escape.  No formal or informal counts of prisoners were performed between 1:25pm and 9:00pm.  Elliot escaped at 6:53pm.  Informal counts of prisoners are required by the Ionia Correctional Facility, but they say they were not done.

In addition, the report says even though two alarms went off at different times in the afternoon, they were not "secured" until 8:24pm.  The report also mentions that gun towers were not staffed, and that electronic surveillance measures were put in place in lieu of staffing the towers.

MDOC says they are reviewing security measures in order to correct problems.  They also announced that an independent third-party review of the escape is currently underway by the Attorney General's Office.
