The question was floated last week at Gov. Mike Pence's tax summit by Indiana Fiscal Policy Institute President John Ketzenberger. Well-known tax opponent Grover Norquist said the public often is wary of a tax hike being slipped into any tax reform effort.
It's a pertinent question for Pence as he ponders a tax overhaul for 2015.
It's also more than a philosophical question. When Republican state officials discovered a $320 million tax error in late 2011, they resisted calls for an independent audit. When a second mistake was discovered a few months later, they approved the audit.
